Whelps that turned to brusies?

My cousins dog woke up with whelps all over her. After going to the Vet and not finding out what happened the dogs whelps turned to what looked like brusies? What could it be? She is now getting sick and vomiting clear foam. She does not want to eat much either. Please let me know what you think it might be.
I have had dogs my whole life and never heard of these.
