Scatch and pee...potty training..HELP :)

I have a five month old girlie and am having trouble potty training her with the pads. (I prefer to use the training pads rather than have her go outside because I see too many strays in my neighborhood and worry she will catch something!) She normally sleeps in our bed and wakes up and walks over to her pad for number 1 and I praise her immediately. That is the only time she will go on it. When I leave, I lock her in the rr (its pretty big) and she goes both one and two on it every time! I do punish her with a newspaper when I catch her going elsewhere and this isn't working!!! I refuse to use the crate method because its not for me. She also started to scratch at her bed and then pee on it!!! Her beds only about 2 mths old and I wash it atleast once a week and she loves it, she keeps all her toys in there..well whatever she can fit lol!! Please, please help..any tips..anything are greatly appreciated! Thanks for reading :)
