Romping Puppy!

OK, so my boston is over 8 months old. She's as cute as can be and I paid over a grand to send her to training. Which, by the way, was useless!!! She sometimes answers to her name/sometimes sits/sometimes comes. You can imagine the fun in that for us! But she constantly runs away from me. Not out of the house or anything...but if I am trying to get her to come to me...she runs and starts hopping around. Almost as if she is trying to show me who is boss. She does the same thing when I try to put her harness on her to go out. I don't know how to be more assertive than this. And every time I try talking to the trainers who "trained" her, they tell me the same stuff that obviously does not work. Does anyone else have this issue? What should I do here?? I am buying a clicker and I am going to try some tips about getting her attention, but I don't know if this is an attention issue or a power issue? Any ideas?

My wife and I have the same trouble with our 15-month old Boston. We've tried using treats as a lure, which works better than anything else, but it has now produced a kind of hierarchy of treats... he'll sometimes come for a milkbone, will most often come for a meatybone, and would seemly walk through fire for easy cheese. Perhaps we've created this problem by introducing too many types of treats. In any case, we've been at it for the better part of a year and he still won't come when called without a treat. Any suggestions?

I used treats and repetition to get my dog to come to me when I called. My Boston is now a year and she comes to me no matter what she is doing.
