Puppy Peeing on Couch

We have a brother and sister BT which are 6 months old. They will be getting fixed in about 2 weeks. They spend a lot of time at night sleeping on our living room couch. To protect our couch, we have placed fleece blankets all over it. Recently, our male BT has lifted his leg and urinated on the couch twice. We don't know if he's marking his territory or just not holding his pee. What really bothers us, besides the damage to our couch, is that this behavior has happened soon after having peed outside.

Our dog would pee on the couch too. He was marking. When our girls go into heat, he marks everything. Even after just going outside. There are many sites online that can help with this. The best thing I know to do is to watch him when he comes inside and as soon as he lifts that leg, hollar his name. Ours will stop. Then we go outside. We go for a long walk with the leash. We go until he has marked every mailbox and blade of grass between our house and New Mexico. Then we go inside. About an hour later, we go back outside for a little test. We have this cool post in the middle of our back yard that he likes to mark, so if he can, he will mark that. We go back outside every hour for about 2 minutes just to make sure he has marked enough. When the girls are not in heat, he doesn't mark hardly at all. Luckily we do not have any female dogs next door or down the street that go into heat. I hope you don't either!
