My female attacks her brother when they see other dogs....

Maybe someone can help me here....I have 2 bostons, brother and sister (from 2 different litters by the same parents). Brother is about 1 year older. He's 5 and she's 4. Whenever we're out on a walk, if we see another dog, my two get excited as you would expect, but then my female growls, snarls and attacks her brother. She's never hurt him and it only lasts a quick moment, but it's enough to scare the other dog and owner and make me afraid to ever have them around other dogs. They seem to only be like this when on the leash. If the dogs are running around in a yard, my two are well behaved, once the initial snapping/butt sniffing is finished. Anyone have any ideas?

Wow, mine does the same thing! If her big sister (a coonhound) starts barking at another dog while they are on leashes, our 6yo BT Margot goes nuts, attacking her and grabbing her leash in her mouth and shaking it back and forth-what is going on???!!!
