My Boston "Frankie" refuses to use the pads, unless I lock him in the bathroom and put the pad under him. He also has a problem with marking. And suggestions??

My BT refuses to use the Pee Pee Pads
I never used them because my BTs wanted to rip them apart; just used the go-outdoors method, which I have written about in previous posts. If your situation is such that he must use a piddle pad (highrise living, for example, or very long times at home without access to outdoors), then confine him to a small room, like a bathroom, and overlap either newspaper or piddle pads over the entire area (as long as he doesn't rip them up) that isn't taken up by his bedding and food. At that point, he'll have no choice but to use them. After a bit, you'll see where his preferred spot is. Slowly, over several days, remove the outer pads, working toward the area he uses. Always make sure there is a slighty soiled pad for him to use at first, so he will continue to go in the same spot. Habits should be established after a few weeks. By the time he is 10 months, I think he should be potty trained and more trustworthy. Good luck.
