My Boston is licking all the fur off my other dog

I have a Boston and a Schnauzer. The Schnauzer is the Alpha and it seems a sign of submissiveness but my BT loves to lick my Schnauzer's back. However, he licks so much that my Schnauzer is now balding in certain places. Does anyone else have this problem? A Solution on what to do other than to stop him when I catch him in the act?

Some Bostons have trouble controlling their licker!
What if you put a shirt on your other pup? It could be great fun. Our Boston loves her sweaters!
