Leg stiffness and rapid increase of heart rate.

Hi everypne, Spud, my Boston Terrier of 5 years, has been having difficulties. Recently, his legs have been stiffening up to the point he cannot move when he looks like he wants to. His heart rate is SO fast and I believe he gets scared and pees unintentionally. I don't know what it could be but it's serious and it has been happening a lot more lately. Any suggestions of what it could be?
