Fur under eye thinning out

The fur in the extra skin on my Boston's(Brutus) face is thinning and almost worn away in some spots. Is this due to excessive tearing? Under his right eye there's almost no fur left under the extra skin. When you look at him, everything looks fine, until you lift the skin. Any Ideas?
