Female Boston Terrier Not Going Into Heat

I've had her for 6 months and she hasn't gone into heat. The people who had her before me said she didn't go into heat while they had her either. I'm not sure how long they had her. I'm thinking it was only a few months. I think she may be showing signs of going into heat now but I'm not sure. She seems to be a bit swollen but not much and she has a creamy discharge. My male dog seems to be more interested in her and sniffing at her. Do dogs always bleed when they're in heat? My concern is I don't want her to get knocked up by our mutt dog. Any suggestions would be great. Thanks, Amy
