BostonTerrier Puppy Won't Use Wet Potty Pad

I have an 8 wk old BT. He started to go wee-wee on the potty pads but then I realized he was also peeing on the floor. The only time he pees on the floor is when he has already peed on the potty pad. So it's like he knows that's where he should be going pee but if he has already peed on it then he will not use it again. He never poops on them, he always poops on the floor.

Well, 8 weeks is pretty young; I think life, in general, is extraordinarily confusing to an 8-week old puppy. Perhaps you can watch your pup more closely 1) after naps, 2) after eating, 3) after playing, which are the prime times for peeing and pooping. Put the puppy on the pads and use whatever words you want him to associate with the peeing and pooping. Lots of praise at the first sign of "going." You could also confine him to an area, like a bathroom, where you put pads everywhere so there is no alternative but to use the pads. Once an "area" seems to be used more than any other, then slowly remove the pads on the periphery, much like you would do with newspaper. You don't want going off the pads to become a habit, which you then will have to work to break. It's better if he just learns it right the first time. What a little sweetheart you have!
