Boston Terrier Slobbers Constantly

I have taken Buddy to the vet and they say he has an inflamed tongue. He slobbers constantly. We have given him antibiotics and a drug called Metacam. At first the medicine helped, but the third dose didn't work. The vet wants to do a biopsy on his tongue and that is quite expensive and may not be conclusive so I'm hesitant to do it. Does anyone have a boston terrier with this problem or know what to do? The vet seems clueless and I've even called another vet who says they would do exactly what has been done.
